    Град Београд је 2018. год потписао Споразум градоначелника (C ) за климу и енергију се обавезао да ће до 2030. смањити ине оМ чиме године (1) емисиј угљендиоксида (CO2) у одабраним секторима за најмање 40%, повећати отпорност града на утицаје климатских промена и обезбедити у (2) (3) сигуран приступ одрживој енергији. Да би се то спровело, израд Акцион план за зелени град и обновљивој приступило се и ог а и Акционог плана (GCAP) за одрживу енергију и климу ( . У изради оба Акциона плана радили су ови из различитих институција из Србије и света којима је SECAP тим експерата ) , кординирала компанија из Уједињеног краљевства. Део експертских тимова чинили су и истраживачи ИАУС-а са спољним Mott MacDonald Ltd сарадницима. The City of Belgrade signed the Covenant of Mayors for Climate and Energy in 2018, thus obliging itself to: (1) reduce CO2 emission in selected sectors by at least 40%, (2) increase resilience towards climate change and (3) secure access to sustainable and renewable energy by 2030. To achieve this, the creation of the Green City Action Plan and the Sustainable Energy and Climate Action Plan commenced. Teams of experts from Serbia and other countries were involved in the creation of both Action plans coordinated by Mott MacDonald Ltd of the United Kingdom. One of the expert teams included researchers from the IAUS and th , eir external associates.

    In 2018 across 885 urban areas of the EU-28 only 66% of EU cities have, according to Reckien et al. classification a A1 (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3(plans developed for international climate net- works) mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan [1]. Local climate plans are a new emerging field of application for urban planning and, in this sector appropriate geovisualization techniques could be useful tool in supporting make decisions about actions for local energy and climate plans. Geovisualization can help decision makers or researchers to transfer information to stakeholders and people. In this work we discuss geovisualization approach for energy consumptions and renovation scenarios for private and public buildings delivered in a specific case study: Potenza Municipality. This tool allows to visualize energy consumptions at urban scale thorough a geo- database including individual buildings information with several functions: i.e. to identify urban areas where take action with higher priority. The application to case study of Potenza Municipality is a component of a wider process of developing the Sustainable Energy and Climate Action Plan (SECAP). It shows the potential of geovisualization as a tool to support decisions making and monitoring of actions to be included in the plan.

    Action Plans for Energy and Sustainable Climate (SECAP) represent an operational dimension of urban planning that organizes investments and urban transformation processes outside the traditional urban planning instruments. In this work, a methodological approach for SECAP development is discussed in order to reinforce the links between energy and climate objectives and actions of the SECAP with the territorial dimension assessed through systems and targets from the very beginning of the planning process. This methodology takes into account an analytical/cognitive approach of the application context based on energy-consumption data, morpho-climatic parameters, and environmental data generally available for all municipalities. It produces Systemic interpretation useful to support the decision-making process and the monitoring of SECAP implementation enhancement of a territorial approach in SECAP development leads to the clear identification of the intervention targets and the selection of site-specific actions accompanied by an adequate system of indicators. This represents an innovation proposal in the framework of the NewCOM approach. The application to case study of Potenza Municipality is a component of a wider process of developing the SECAP. It shows how methodological approach suggested, can be considered as a tool to support decisions making and monitoring of actions to be included in the plan.

    With the help of SECAP guidelines, which define the methodology of data collection and reporting, a baseline emission inventory for Adriatic sea marinas are showed, which contain data on the current state of energy consumption and consequent CO2 emissions. The study involved 8 marinas in which data was obtained on electricity consumption, travel of passengers to and around marinas, and travel with boats. On two of them; Marina Porat and Marina Martinis Marchi, solutions for e-mobile service are developed using multi-criteria analysis and TOPSIS method. Options for boat and automotive electric chargers, micro-grid systems, and e-mobility and sharing services are analyzed. Thus, we observe the concepts of improving the management of e-mobile marina services that can be applied to reduce CO2 emissions. Pomoću SECAP smjernica koji definira metodologiju prikupljanja i izvješćivanje podataka, radi se referentni inventar emisija marina Jadranskog mora gdje su prikazani podaci o trenutnom stanju potrošnje energije i posljedičnih emisija CO2. Sve skupa je sudjelovalo 8 marina na anketiranju gdje su dobiveni podaci o potrošnji električne energije, putovanju putnika do marina, oko marina i putovanja s brodovima. Na dvije od njih; Porat marina i Martinis Marchi marina, rade se rješenja e-mobilnih usluga pomoću višekriterijalne analize i metode TOPSIS. Analiziraju se opcije električnih punionica brodova i automobila, mikromrežni sustavi i usluge e-mobilnosti i dijeljenja. Tako se gledaju koncepti poboljšanja upravljanja e-moblinih usluga marina koji se mogu primjeniti za reduciranje emisija CO2.

    Iako urbana područja zauzimaju tek 2 % zemljine površine, velika većina stakleničkih plinova se emitira upravo iz njih. Time ponajviše pridonosi potrošnja energije u kućanstvima, prometu te industrijskim pogonima. Staklenički plinovi, nastali ljudskim djelovanjem, imaju znatan utjecaj na klimu i klimatske promjene čije se posljedice osjete širom čitave planete. Gradovi se mogu smatrati posebno osjetljivim i ranjivim dok, s druge strane, raste njihova uloga u borbi protiv klimatskih promjena i postizanju ugljične neutralnosti. Europska unija, kao zajednica, je jedan od najvećih potrošača energije i jedan od najvećih emitera stakleničkih plinova na svijetu. EU je prepoznala da je njezina uloga ključna u borbi protiv klimatskih promjena i ugradila je politiku klime u temelj cjelokupne razvojne politike. Republika Hrvatska, kao članica Europske unije, dužna je usvojiti i provoditi EU zakonodavstvo te periodički izvještavati EU o napretku u državi i planovima za sljedeća razdoblja. Najveća dobrovoljna inicijativa lokalne vlasti na svijetu, Sporazum gradonačelnika za klimu i energiju, nastoji ispuniti ciljeve Pariškog sporazuma i potaknuti dodatna ulaganja u povećanje energetske učinkovitosti i korištenja obnovljivih izvora energije na lokalnoj razini. Ulaskom u Sporazum gradonačelnika za klimu i energiju, Grad Križevci je definirao svoj energetsko-klimatski put za narednih 10 godina, modele provedbe mjera smanjenja emisija CO2 i prilagodbe na klimatske promjene na svom administrativnom području i s tim u vezi neprestano traži nove mehanizme financiranja. Ciljevi i mjere, definirani Akcijskim planom energetski i klimatski održivog razvitka, su vrlo ambiciozni i financijski zahtjevni te nadilaze financijske mogućnosti Grada. Stoga, dio sredstava za njihovu implementaciju trebat će osigurati iz drugih izvora financiranja, od europskih i nacionalnih, pa do vlastitih sredstva građana i poduzetnika. Upravo iz postavljenog problema proizlazi i predmet istraživanja, a to je provođenje ekonomske analize mjera za smanjenje emisije CO2 na području Grada Križevaca s ciljem prioritizacije onih koje su financijski najmanje zahtjevne, a osiguravaju značajnije smanjenje emisija CO2. Naglasak je stavljen na mjere u sektoru prometa i zgradarstva u kojem se očekuju i najveće uštede. Although urban areas occupy only 2 % of the earth's surface, the vast majority of greenhouse gases (GHG) are emitted from them. This is mainly due to households, transport and industrial plants consuming energy. GHG emissions from human activities have a significant impact on climate and climate change which is felt all around the world. Consequently, local areas can be considered particularly vulnerable while, on the other hand, their role in combating climate change and achieving carbon neutrality is growing. The European Union, as a community, is one of the largest consumers of energy and one of the largest emitters of greenhouse gases in the world. The EU has recognised that its role in combating climate change is crucial and has placed climate policy at the heart of all development policies. As a member of the EU, the Republic of Croatia is obliged to adopt and implement EU legislation and to report periodically to the EU on the country's progress and plans for next periods. The largest voluntary initiative of local authorities in the world, the Covenant of Mayors for Climate and Energy, seeks to achieve the objectives of the Paris Agreement and encourage additional investment in increasing energy efficiency and the use of renewable energy sources at the local level. By joining the Covenant of Mayors for Climate and Energy, the City of Križevci has defined its energy and climate path for the next 10 years, models for the implementation of measures to reduce CO2 emissions and adapt to climate change, and is constantly searching for new funding mechanisms. The goals and measures defined by the Sustainable Energy and Climate Action Plan are very ambitious and financially demanding and go beyond the City's financial capabilities, so part of the funds will need to be provided from other sources of funding, from European and national to citizens and entrepreneurs. The research subject arises from the set research problem, which is the economic analysis of mitigation measures in the City of Križevci in order to prioritize less financially demanding ones and to ensure that CO2 emissions are significantly reduced. The emphasis is placed on the measures in the transport and building sector, where the biggest savings are expected.

    Tackling climate change is of the utmost importance in governments' agendas. The abundance of climate related data becoming available, being published by local authorities and other sources, the digitisation of government systems under the open governance principles, and innovative data-driven services, make available resourceful and previously unseen applications that can greatly support decision-making processes. In this paper, a web-based service, to support local governments in their Sustainable Energy Climate Action Plans (SECAPs) implementation, is presented. The service incorporates open data, published from over 200 local governments, under a unified system. Data driven analytics services to classify them, compare them and recommend optimal policy actions to improve their climate change adaptation and mitigation actions are incorporated in a user-friendly application. The service aims to provide unique and tailor-made insights to local governments, monitor and follow up on their SECAPs implementation, and support their decision making processes as part of activities to tackle climate change effects they are facing.

    Град Београд је 2018. год потписао Споразум градоначелника (C ) за климу и енергију се обавезао да ће до 2030. смањити ине оМ чиме године (1) емисиј угљендиоксида (CO2) у одабраним секторима за најмање 40%, повећати отпорност града на утицаје климатских промена и обезбедити у (2) (3) сигуран приступ одрживој енергији. Да би се то спровело, израд Акцион план за зелени град и обновљивој приступило се и ог а и Акционог плана (GCAP) за одрживу енергију и климу ( . У изради оба Акциона плана радили су ови из различитих институција из Србије и света којима је SECAP тим експерата ) , кординирала компанија из Уједињеног краљевства. Део експертских тимова чинили су и истраживачи ИАУС-а са спољним Mott MacDonald Ltd сарадницима. The City of Belgrade signed the Covenant of Mayors for Climate and Energy in 2018, thus obliging itself to: (1) reduce CO2 emission in selected sectors by at least 40%, (2) increase resilience towards climate change and (3) secure access to sustainable and renewable energy by 2030. To achieve this, the creation of the Green City Action Plan and the Sustainable Energy and Climate Action Plan commenced. Teams of experts from Serbia and other countries were involved in the creation of both Action plans coordinated by Mott MacDonald Ltd of the United Kingdom. One of the expert teams included researchers from the IAUS and th , eir external associates.

    СПУ Акционог планa за одрживе енергије и климу за град Београд (SECAP) и Акционог плана за зелени град за Београд (GCAP) анализирала је постојеће стање животне средине, заштите природних вредности и непокретних културних добара у Београду, као и заштита здравља и квалитета живота становника на подручју обухваћеном Плановима, значај и карактеристике Планова, карактеристике утицаја планираних садржаја и друга питања и проблеми заштите животне средине у складу са критеријумима за одређивање могућих значајних утицаја Планова на животну средину, а узимајући у обзир стратешке циљеве и активности које су прописане овим Акционим плановима, чијом израдом је кординирала компанија Mott MacDonald Ltd из Уједињеног краљевства SЕАs of the Action Plan for Sustainable Energy and Climate for the City of Belgrade (SECAP) and Green City Action Plan for Belgrade (GCAP) analyzed the current state of the environment, protection of natural values and immovable cultural goods in Belgrade, as well as protection of health and quality of life in the area covered by the Plans, significance and characteristics of the Plans, characteristics of the impact of planned contents and other issues and problems of environmental protection in accordance with the criteria for determining possible significant impacts of the Action Plans on the environment, and taking into account strategic goals and activities, which was coordinated by Mott MacDonald Ltd from the United Kingdom.     In 2018 across 885 urban areas of the EU-28 only 66% of EU cities have, according to Reckien et al. classification a A1 (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3(plans developed for international climate net- works) mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan [1]. Local climate plans are a new emerging field of application for urban planning and, in this sector appropriate geovisualization techniques could be useful tool in supporting make decisions about actions for local energy and climate plans. Geovisualization can help decision makers or researchers to transfer information to stakeholders and people. In this work we discuss geovisualization approach for energy consumptions and renovation scenarios for private and public buildings delivered in a specific case study: Potenza Municipality. This tool allows to visualize energy consumptions at urban scale thorough a geo- database including individual buildings information with several functions: i.e. to identify urban areas where take action with higher priority. The application to case study of Potenza Municipality is a component of a wider process of developing the Sustainable Energy and Climate Action Plan (SECAP). It shows the potential of geovisualization as a tool to support decisions making and monitoring of actions to be included in the plan.
