    Article first published online: August 8, 2016 This article explores the evolution of the nuclear energy debate and its associated controversies in the Portuguese parliament. The analysis focuses on the dictatorial regime of the New State (from the beginning of the nuclear program in 1951 until the 1974 revolution) and on the democratic period (post-1974). Portugal, as an exporting country of uranium minerals, significantly invested in the development of a national capacity in nuclear research, but never developed an endogenous nuclear power infrastructure. Through the analysis of parliamentary debates, this article characterizes the dynamic evolution of the Portuguese sociotechnical imaginary on nuclear energy and technology interlinked with ambivalent representations, including the promise of nuclear energy as key for the constitution of a technological Nation or as prompting new sociotechnical risks.

    The attitudes and beliefs behind people’s responses to nuclear facilities has been since the 1970s one of the main concerns of environmental psychology and related disciplines. However, analyses have mainly focused on (1) understanding how risk perception and the lack of procedural and distributive justice in the relationship between local communities and authorities and developers impact those attitudes and beliefs, and (2) the perceptions of publics living within the same borders as the facilities. Less attention has been given to how the deployment of nuclear facilities affects communities beyond the border, and, relatedly, can be impacted upon by other intergroup relations and processes, such as more symbolic dimensions of justice. This paper aims to offer a preliminary exploration of how those intergroup processes might play a role in people’s attitudes and beliefs regarding nuclear energy, based on an analysis of the Portuguese media representations of nuclear facilities in Almaraz, Spain.     UID/ANT/04038/2013 PTDC/CS-ECS/118877/2010 This article aims to contribute to the debate on energy transitions in Europe, by focusing on community perceptions in a southern European country marked by a significant development of renewable energy in recent years, Portugal. Three main dimensions of community perceptions of the impact, both positive and negative, of renewables are addressed: environmental, landscape and socioeconomic. The article is based on case studies of communities living in the vicinities of three wind farms and a solar power plant. The results show that not only community perceptions are heterogeneous but also that, in order to better understand the factors for social acceptance, it is crucial to examine perceptions not just at the planning stage but also once the energy infrastructures are constructed and functioning. authorsversion published

    Abstract The growing need for the clean and renewable energy has led to the fast development of grid-connected tidal stream power generation systems all over the world. These large scale tidal stream power generation systems are going to be connected to power systems and one of the important subjects that should be investigated is its impacts on power system stability. Hence, this paper investigates the possibility of tidal stream power generation system on damping inter-area oscillations, as a new contribution to earlier studies. As tidal farms are mostly installed far from conventional power plants, local signals do not include good quality to alleviate inter-area oscillations. To overcome the problem, a novel damping controller is developed by employing wide-area measurement system and added to base controllers of doubly-fed induction generator through tidal stream power generation system. The proposed wide-area damping controller includes efficient means to compensate for the incompatible performances of wide area measurement based delayed signals. Robustness of the designed damping controller has been demonstrated by facing the study system with faults leading to enough shifts in power system operating point, and tidal farm generation.

    Abstract A vital element in making a sustainable world is correctly managing the energy in the domestic sector. Thus, this sector evidently stands as a key one for to be addressed in terms of climate change goals. Increasingly, people are aware of electricity savings by turning off the equipment that is not been used, or connect electrical loads just outside the on-peak hours. However, these few efforts are not enough to reduce the global energy consumption, which is increasing. Much of the reduction was due to technological improvements, however with the advancing of the years new types of control arise. Domestic appliances with the purpose of heating and cooling rely on thermostatic regulation technique. The study in this paper is focused on the subject of an alternative power management control for home appliances that require thermal regulation. In this paper a Model Predictive Control scheme is assessed and its performance studied and compared to the thermostat with the aim of minimizing the cooling energy consumption through the minimization of the energy cost while satisfying the adequate temperature range for the human comfort. In addition, the Model Predictive Control problem formulation is explored through tuning weights with the aim of reducing energetic consumption and cost. For this purpose, the typical consumption of a 24 h period of a summer day was simulated a three-level tariff scheme was used. The new contribution of the proposal is a modulation scheme of a two-level Model Predictive Control’s control signal as an interface block between the Model Predictive Control output and the domestic appliance that functions as a two-state power switch, thus reducing the Model Predictive Control implementation costs in home appliances with thermal regulation requirements.

    Given the intermittent nature of solar radiation, the large-scale use of solar energy requires an efficient energy storage solution. So far, the only practical way to store such large amounts of energy is in the form of a chemical energy carrier, i.e., a fuel. Photoelectrochemical (PEC) cells offer the ability to convert solar energy directly into chemical energy in the form of hydrogen. Cuprous oxide (Cu2O) is being investigated for photoelectrochemical solar water splitting since it has a band gap of 2.0 eV with favorable energy band positions for water cleavage; it is abundant and environmentally friendly. A major challenge with Cu2O is its limited chemical stability in aqueous environments. We present a simple and low-cost treatment to create a highly stable photocathode configuration for H-2 production, consisting of steam treatment of the multilayer structures. The role of this treatment was investigated and the optimized electrodes have shown photocurrents over -5 mA cm(-2) with 90% stability over more than 50 h of light chopping (biased at 0 V-RHE in pH 5 electrolyte).

    The development of a feasible biorefinery is in need of alternative technologies to improve lignocellulosic biomass conversion by the suitable use of energy. Microwave heating processing (MHP) is emerging as promising unconventional pretreatment of lignocellulosic materials (LCMs). MHP applied as pretreatment induces LCMs breakdown through the molecular collision caused by the dielectric polarization. Polar particles movement generates a quick heating consequently the temperatures and times of process are lower. In this way, MHP has positioned as green technology in comparison with other types of heating. Microwave technology represents an excellent option to obtain susceptible substrates to enzymatic saccharification and subsequently in the production of bioethanol and high-added compounds. However, it is still necessary to study the dielectric properties of materials, and conduct economic studies to achieve development in pilot and industrial scale. This work aims to provide an overview of recent progress and alternative configurations for combining the application of microwave technology on the pretreatment of LCMs in terms of biorefinery. A load-following mode of nuclear power plants (NPP) is a complicated procedure because there are significant changes in many interrelated processes. In order to show which control program (CP) of NPP is better to use, data mining (DM) techniques can be introduced. This study proposes a DM approach in order to show a possibility of using DM regression models for NPP. The datasets for DM were obtained by simulating two static CP of VVER-1000 NPP in Simulink software of Matlab program package.

    Drawing upon the concepts of civic epistemologies and sociotechnical imaginaries, this article delves into the history of nuclear energy in Portugal, analyzing the ways in which the nuclear endeavor was differently enacted by various sociopolitical collectives – the Fascist State, post-revolutionary governments and the public. Following the 1974 revolution - known as the Carnation Revolution - this paper analyzes how the nuclear project was fiercely contested by a vibrant anti-nuclear movement assembled against the construction of the Ferrel Nuclear Plant, the first sociotechnical controversy in Portugal, paving the way for the emergence of a combative civic epistemology. Supported by semi-structured interviews with scientists, activists and local residents of Ferrel and the analysis of historical material, this article presents the failed Portuguese nuclear endeavor as an emblematic case study to explore the co-production of science and society, in particular the role of revolutionary processes in the unfolding of sociotechnical controversies.

    Trust is a fundamental ingredient of prosperous democracies. In Europe, trust in existing elected democratic institutions is fading while authoritarian nationalist movements grow. Experiences of neglect, ignorance, and inferiority are one explanation for this. This paper explores the link between the experiences of households in a state of energy poverty and their trust in institutions and social networks. Using qualitative data from ten different European countries, we show that a lack of trust in both public and private institutions is widespread among energy-poor households. Our interviewees show distrust in various dimensions. In their contacts with institutions, they report experiences of powerlessness, bad and unfair treatment, and feelings of inferiority. While some interviewees do trust single individuals within institutions, others trust only their own social networks and some have no trust in anyone.     Article first published online: August 8, 2016 This article explores the evolution of the nuclear energy debate and its associated controversies in the Portuguese parliament. The analysis focuses on the dictatorial regime of the New State (from the beginning of the nuclear program in 1951 until the 1974 revolution) and on the democratic period (post-1974). Portugal, as an exporting country of uranium minerals, significantly invested in the development of a national capacity in nuclear research, but never developed an endogenous nuclear power infrastructure. Through the analysis of parliamentary debates, this article characterizes the dynamic evolution of the Portuguese sociotechnical imaginary on nuclear energy and technology interlinked with ambivalent representations, including the promise of nuclear energy as key for the constitution of a technological Nation or as prompting new sociotechnical risks.

    The attitudes and beliefs behind people’s responses to nuclear facilities has been since the 1970s one of the main concerns of environmental psychology and related disciplines. However, analyses have mainly focused on (1) understanding how risk perception and the lack of procedural and distributive justice in the relationship between local communities and authorities and developers impact those attitudes and beliefs, and (2) the perceptions of publics living within the same borders as the facilities. Less attention has been given to how the deployment of nuclear facilities affects communities beyond the border, and, relatedly, can be impacted upon by other intergroup relations and processes, such as more symbolic dimensions of justice. This paper aims to offer a preliminary exploration of how those intergroup processes might play a role in people’s attitudes and beliefs regarding nuclear energy, based on an analysis of the Portuguese media representations of nuclear facilities in Almaraz, Spain.     UID/ANT/04038/2013 PTDC/CS-ECS/118877/2010 This article aims to contribute to the debate on energy transitions in Europe, by focusing on community perceptions in a southern European country marked by a significant development of renewable energy in recent years, Portugal. Three main dimensions of community perceptions of the impact, both positive and negative, of renewables are addressed: environmental, landscape and socioeconomic. The article is based on case studies of communities living in the vicinities of three wind farms and a solar power plant. The results show that not only community perceptions are heterogeneous but also that, in order to better understand the factors for social acceptance, it is crucial to examine perceptions not just at the planning stage but also once the energy infrastructures are constructed and functioning. authorsversion published

    Abstract The growing need for the clean and renewable energy has led to the fast development of grid-connected tidal stream power generation systems all over the world. These large scale tidal stream power generation systems are going to be connected to power systems and one of the important subjects that should be investigated is its impacts on power system stability. Hence, this paper investigates the possibility of tidal stream power generation system on damping inter-area oscillations, as a new contribution to earlier studies. As tidal farms are mostly installed far from conventional power plants, local signals do not include good quality to alleviate inter-area oscillations. To overcome the problem, a novel damping controller is developed by employing wide-area measurement system and added to base controllers of doubly-fed induction generator through tidal stream power generation system. The proposed wide-area damping controller includes efficient means to compensate for the incompatible performances of wide area measurement based delayed signals. Robustness of the designed damping controller has been demonstrated by facing the study system with faults leading to enough shifts in power system operating point, and tidal farm generation.

    Abstract A vital element in making a sustainable world is correctly managing the energy in the domestic sector. Thus, this sector evidently stands as a key one for to be addressed in terms of climate change goals. Increasingly, people are aware of electricity savings by turning off the equipment that is not been used, or connect electrical loads just outside the on-peak hours. However, these few efforts are not enough to reduce the global energy consumption, which is increasing. Much of the reduction was due to technological improvements, however with the advancing of the years new types of control arise. Domestic appliances with the purpose of heating and cooling rely on thermostatic regulation technique. The study in this paper is focused on the subject of an alternative power management control for home appliances that require thermal regulation. In this paper a Model Predictive Control scheme is assessed and its performance studied and compared to the thermostat with the aim of minimizing the cooling energy consumption through the minimization of the energy cost while satisfying the adequate temperature range for the human comfort. In addition, the Model Predictive Control problem formulation is explored through tuning weights with the aim of reducing energetic consumption and cost. For this purpose, the typical consumption of a 24 h period of a summer day was simulated a three-level tariff scheme was used. The new contribution of the proposal is a modulation scheme of a two-level Model Predictive Control’s control signal as an interface block between the Model Predictive Control output and the domestic appliance that functions as a two-state power switch, thus reducing the Model Predictive Control implementation costs in home appliances with thermal regulation requirements.

    Given the intermittent nature of solar radiation, the large-scale use of solar energy requires an efficient energy storage solution. So far, the only practical way to store such large amounts of energy is in the form of a chemical energy carrier, i.e., a fuel. Photoelectrochemical (PEC) cells offer the ability to convert solar energy directly into chemical energy in the form of hydrogen. Cuprous oxide (Cu2O) is being investigated for photoelectrochemical solar water splitting since it has a band gap of 2.0 eV with favorable energy band positions for water cleavage; it is abundant and environmentally friendly. A major challenge with Cu2O is its limited chemical stability in aqueous environments. We present a simple and low-cost treatment to create a highly stable photocathode configuration for H-2 production, consisting of steam treatment of the multilayer structures. The role of this treatment was investigated and the optimized electrodes have shown photocurrents over -5 mA cm(-2) with 90% stability over more than 50 h of light chopping (biased at 0 V-RHE in pH 5 electrolyte).

    The development of a feasible biorefinery is in need of alternative technologies to improve lignocellulosic biomass conversion by the suitable use of energy. Microwave heating processing (MHP) is emerging as promising unconventional pretreatment of lignocellulosic materials (LCMs). MHP applied as pretreatment induces LCMs breakdown through the molecular collision caused by the dielectric polarization. Polar particles movement generates a quick heating consequently the temperatures and times of process are lower. In this way, MHP has positioned as green technology in comparison with other types of heating. Microwave technology represents an excellent option to obtain susceptible substrates to enzymatic saccharification and subsequently in the production of bioethanol and high-added compounds. However, it is still necessary to study the dielectric properties of materials, and conduct economic studies to achieve development in pilot and industrial scale. This work aims to provide an overview of recent progress and alternative configurations for combining the application of microwave technology on the pretreatment of LCMs in terms of biorefinery. A load-following mode of nuclear power plants (NPP) is a complicated procedure because there are significant changes in many interrelated processes. In order to show which control program (CP) of NPP is better to use, data mining (DM) techniques can be introduced. This study proposes a DM approach in order to show a possibility of using DM regression models for NPP. The datasets for DM were obtained by simulating two static CP of VVER-1000 NPP in Simulink software of Matlab program package.

    Drawing upon the concepts of civic epistemologies and sociotechnical imaginaries, this article delves into the history of nuclear energy in Portugal, analyzing the ways in which the nuclear endeavor was differently enacted by various sociopolitical collectives – the Fascist State, post-revolutionary governments and the public. Following the 1974 revolution - known as the Carnation Revolution - this paper analyzes how the nuclear project was fiercely contested by a vibrant anti-nuclear movement assembled against the construction of the Ferrel Nuclear Plant, the first sociotechnical controversy in Portugal, paving the way for the emergence of a combative civic epistemology. Supported by semi-structured interviews with scientists, activists and local residents of Ferrel and the analysis of historical material, this article presents the failed Portuguese nuclear endeavor as an emblematic case study to explore the co-production of science and society, in particular the role of revolutionary processes in the unfolding of sociotechnical controversies.

    Trust is a fundamental ingredient of prosperous democracies. In Europe, trust in existing elected democratic institutions is fading while authoritarian nationalist movements grow. Experiences of neglect, ignorance, and inferiority are one explanation for this. This paper explores the link between the experiences of households in a state of energy poverty and their trust in institutions and social networks. Using qualitative data from ten different European countries, we show that a lack of trust in both public and private institutions is widespread among energy-poor households. Our interviewees show distrust in various dimensions. In their contacts with institutions, they report experiences of powerlessness, bad and unfair treatment, and feelings of inferiority. While some interviewees do trust single individuals within institutions, others trust only their own social networks and some have no trust in anyone. We further show how trust in networks or (people in) institutions can strengthen the coping capacities of energy-poor households while a lack of trust even cuts people off from the support they could attain and thus deepens their state of energy poverty. energy poverty, trust, vulnerability, institutions 1-12 140
