    Throughout history, nuclear weapons have been considered to be the ultimate weapons. This understanding largely detached them from the portfolio of conventional military means and assigned them a symbolic meaning that influenced the identity and norms creation of nations. In most countries today, the development of nuclear weapons is considered morally prohibitive, incompatible with a country's identity and international outlook. In some states, however, these negative norms are overridden by a positive set of norms, causing nuclear weapons to become either symbols of invulnerability to perceived threats or the regalia of major power status. Main purpose of this paper is to explore on the conditions that cause most states to develop a moral aversion to nuclear weapons, yet effectively lead to their glorification in others. Many studies on the normative understanding of nuclear weapons consider the existence of a negative normative predisposition, often referred to as 'nuclear taboo', as a major factor in preventing their acquisition and use. Other studies acknowledge the existence of a nuclear taboo inhibiting the use of nuclear weapons, but point to the existence of the opposing effect of norms, frequently referred to as the 'nuclear myth', when it comes to the acquisition of nuclear weapons. This myth emerges when certain symbolic meanings are attached to nuclear weapons, such as a state's identity, self-image, and its desired position in the international system. With 180 odd countries in the world abstaining from the acquisition of nuclear weapons and 8 countries in possession of them (with two further countries assumed to have pursued their acquisition), one might consider the dominance of the nuclear taboo over the nuclear myth to be the rule. The core question is thus why and how this relationship reversed in the case of defectors.

    We present the design, data and results from the NEXT prototype for Double Beta and Dark Matter (NEXT-DBDM) detector, a high-pressure gaseous natural xenon electroluminescent time projection chamber (TPC) that was built at the Lawrence Berkeley National Laboratory. It is a prototype of the planned NEXT-100 Xe-136 neutrino-less double beta decay (0 nu beta beta) experiment with the main objectives of demonstrating near-intrinsic energy resolution at energies up to 662 keV and of optimizing the NEXT-100 detector design and operating parameters. Energy resolutions of similar to 1% FWHM for 662 keV gamma rays were obtained at 10 and 15 atm and similar to 5% FWHM for 30 keV fluorescence xenon X-rays. These results demonstrate that 0.5% FWHM resolutions for the 2459 keV hypothetical neutrino-less double beta decay peak are realizable. This energy resolution is a factor 7-20 better than that of the current leading 0 nu beta beta experiments using liquid xenon and thus represents a significant advancement. We present also first results from a track imaging system consisting of 64 silicon photo-multipliers recently installed in NEXT-DBDM that, along with the excellent energy resolution, demonstrates the key functionalities required for the NEXT-100 0 nu beta beta search.     This article presents the results of the COVID Energy Map, a novel, global mapping exercise tracking emergency responses undertaken by governments, regulators, utilities and companies in the Global North and South to mitigate energy poverty by keeping energy affordable and available. The map constitutes a comprehensive open access evidence-based database, so far collating 380+ emergency measures, in 120+ countries. This paper particularly shows and discusses how the response has been developing until early 2021, highlighting various emerging longer-term concerns and strategies across Global North and South. The global COVID-19 response merits close attention in our view, as it reveals both the universal importance of household energy services access and important underlying existing narratives and policy-making questions about securing energy services access as a vital basic need, and even a ‘basic right’. In fact, the paper additionally evaluates whether and how COVID-19 responses seem to fall in step with a nascent global trend of (legal) recognition of ‘rights to energy’ in international, regional and national policy, including for example in the EU, India, Philippines, and Colombia. We conclude that while the COVID-19 response clearly reflects broad recognition of the vital importance of affordable, continuous energy services access for basic human well-being and capabilities during the pandemic, a right to energy perspective could additionally lay bare or give shape to important concerns about some households’ too minimal (insufficient) forms of modern energy access, questions of equity, and the role of the state and other actors. In terms of equity the article particularly raises issues with the manner in which support was made available only to some consumers (e.g. on-grid, off-grid, regulated, or non-regulated, post-paid or pre-paid), or only for specific fuels, and not others. In addition, the lack of attention to clean (renewable) (off-grid) energy services in COVID-19 responses is striking, and worrying, both in terms of immediate response, and green recovery from COVID-19. We argue that a right to (clean) energy perspective would help to reflect on, and inform, both shorter-term and longer-term responses to energy poverty and COVID-19, and should aid the realization of sufficiently equitable, robust, modern energy systems in line with universal UN Global Sustainable Development Goal 7.     Abstract In view of the current nuclear power debate in Belgium, we analyze how uncertainty about a nuclear phase-out, coupled with the implementation of renewable energy subsidies and nuclear taxes, affects investment capacity and productivity decisions by Belgian electricity suppliers. To achieve this goal, considering the market shares of the Belgian market, we build a Stackelberg two-step equilibrium model in which investment decisions are made in a first step under uncertainty regarding a nuclear phase-out, and productivity decisions are subsequently made in a second step for different investment possibilities found in the first step. Our analysis indicates that, regardless of subsidies, an increase in the probability of nuclear license extension results in lower levels of investment - primarily in renewable energy -. These lower investment levels in turn result in a lower total production and a higher electricity price in a subsequent period in the future. We also show that the implementation of renewable energy subsidies reduces the effect of an increase in probability of nuclear license extension on producer’s decisions regarding expanded capacity and therefore, on total future profits in the market.

    The Fukushima disaster has lead the French government to release novel cost information relative to its nuclear electricity program allowing us to compute a levelized cost. We identify a modest escalation of capital cost and a larger than expected operational cost. Under the best scenario, the cost of French nuclear power over the last four decades is 59. €/MWh (at 2010 prices) while in the worst case it is 83. €/MWh. On the basis of these findings, we estimate the future cost of nuclear power in France to be at least 76. €/MWh and possibly 117. €/MWh. A comparison with the US confirms that French nuclear electricity nevertheless remains cheaper.     The NEXT experiment aims at searching for the hypothetical neutrinoless double-beta decay from the 136Xe isotope using a high-purity xenon TPC. Efficient discrimination of the events through pattern recognition of the topology of primary ionisation tracks is a major requirement for the experiment. However, it is limited by the diffusion of electrons. It is known that the addition of a small fraction of a molecular gas to xenon reduces electron diffusion. On the other hand, the electroluminescence (EL) yield drops and the achievable energy resolution may be compromised. We have studied the effect of adding several molecular gases to xenon (CO2, CH4 and CF4) on the EL yield and energy resolution obtained in a small prototype of driftless gas proportional scintillation counter. We have compared our results on the scintillation characteristics (EL yield and energy resolution) with a microscopic simulation, obtaining the diffusion coefficients in those conditions as well. Accordingly, electron diffusion may be reduced from about 10 mm/m for pure xenon down to 2.5 mm/m using additive concentrations of about 0.05%, 0.2% and 0.02% for CO2, CH4 and CF4, respectively. Our results show that CF4 admixtures present the highest EL yield in those conditions, but very poor energy resolution as a result of huge fluctuations observed in the EL formation. CH4 presents the best energy resolution despite the EL yield being the lowest. The results obtained with xenon admixtures are extrapolated to the operational conditions of the NEXT-100 TPC. CO2 and CH4 show potential as molecular additives in a large xenon TPC. While CO2 has some operational constraints, making it difficult to be used in a large TPC, CH4 shows the best performance and stability as molecular additive to be used in the NEXT-100 TPC, with an extrapolated energy resolution of 0.4% at 2.45 MeV for concentrations below 0.4%, which is only slightly worse than the one obtained for pure xenon.     Throughout history, nuclear weapons have been considered to be the ultimate weapons. This understanding largely detached them from the portfolio of conventional military means and assigned them a symbolic meaning that influenced the identity and norms creation of nations. In most countries today, the development of nuclear weapons is considered morally prohibitive, incompatible with a country's identity and international outlook. In some states, however, these negative norms are overridden by a positive set of norms, causing nuclear weapons to become either symbols of invulnerability to perceived threats or the regalia of major power status. Main purpose of this paper is to explore on the conditions that cause most states to develop a moral aversion to nuclear weapons, yet effectively lead to their glorification in others. Many studies on the normative understanding of nuclear weapons consider the existence of a negative normative predisposition, often referred to as 'nuclear taboo', as a major factor in preventing their acquisition and use. Other studies acknowledge the existence of a nuclear taboo inhibiting the use of nuclear weapons, but point to the existence of the opposing effect of norms, frequently referred to as the 'nuclear myth', when it comes to the acquisition of nuclear weapons. This myth emerges when certain symbolic meanings are attached to nuclear weapons, such as a state's identity, self-image, and its desired position in the international system. With 180 odd countries in the world abstaining from the acquisition of nuclear weapons and 8 countries in possession of them (with two further countries assumed to have pursued their acquisition), one might consider the dominance of the nuclear taboo over the nuclear myth to be the rule. The core question is thus why and how this relationship reversed in the case of defectors.

    We present the design, data and results from the NEXT prototype for Double Beta and Dark Matter (NEXT-DBDM) detector, a high-pressure gaseous natural xenon electroluminescent time projection chamber (TPC) that was built at the Lawrence Berkeley National Laboratory. It is a prototype of the planned NEXT-100 Xe-136 neutrino-less double beta decay (0 nu beta beta) experiment with the main objectives of demonstrating near-intrinsic energy resolution at energies up to 662 keV and of optimizing the NEXT-100 detector design and operating parameters. Energy resolutions of similar to 1% FWHM for 662 keV gamma rays were obtained at 10 and 15 atm and similar to 5% FWHM for 30 keV fluorescence xenon X-rays. These results demonstrate that 0.5% FWHM resolutions for the 2459 keV hypothetical neutrino-less double beta decay peak are realizable. This energy resolution is a factor 7-20 better than that of the current leading 0 nu beta beta experiments using liquid xenon and thus represents a significant advancement. We present also first results from a track imaging system consisting of 64 silicon photo-multipliers recently installed in NEXT-DBDM that, along with the excellent energy resolution, demonstrates the key functionalities required for the NEXT-100 0 nu beta beta search.     This article presents the results of the COVID Energy Map, a novel, global mapping exercise tracking emergency responses undertaken by governments, regulators, utilities and companies in the Global North and South to mitigate energy poverty by keeping energy affordable and available. The map constitutes a comprehensive open access evidence-based database, so far collating 380+ emergency measures, in 120+ countries. This paper particularly shows and discusses how the response has been developing until early 2021, highlighting various emerging longer-term concerns and strategies across Global North and South. The global COVID-19 response merits close attention in our view, as it reveals both the universal importance of household energy services access and important underlying existing narratives and policy-making questions about securing energy services access as a vital basic need, and even a ‘basic right’. In fact, the paper additionally evaluates whether and how COVID-19 responses seem to fall in step with a nascent global trend of (legal) recognition of ‘rights to energy’ in international, regional and national policy, including for example in the EU, India, Philippines, and Colombia. We conclude that while the COVID-19 response clearly reflects broad recognition of the vital importance of affordable, continuous energy services access for basic human well-being and capabilities during the pandemic, a right to energy perspective could additionally lay bare or give shape to important concerns about some households’ too minimal (insufficient) forms of modern energy access, questions of equity, and the role of the state and other actors. In terms of equity the article particularly raises issues with the manner in which support was made available only to some consumers (e.g. on-grid, off-grid, regulated, or non-regulated, post-paid or pre-paid), or only for specific fuels, and not others. In addition, the lack of attention to clean (renewable) (off-grid) energy services in COVID-19 responses is striking, and worrying, both in terms of immediate response, and green recovery from COVID-19. We argue that a right to (clean) energy perspective would help to reflect on, and inform, both shorter-term and longer-term responses to energy poverty and COVID-19, and should aid the realization of sufficiently equitable, robust, modern energy systems in line with universal UN Global Sustainable Development Goal 7.     Abstract In view of the current nuclear power debate in Belgium, we analyze how uncertainty about a nuclear phase-out, coupled with the implementation of renewable energy subsidies and nuclear taxes, affects investment capacity and productivity decisions by Belgian electricity suppliers. To achieve this goal, considering the market shares of the Belgian market, we build a Stackelberg two-step equilibrium model in which investment decisions are made in a first step under uncertainty regarding a nuclear phase-out, and productivity decisions are subsequently made in a second step for different investment possibilities found in the first step. Our analysis indicates that, regardless of subsidies, an increase in the probability of nuclear license extension results in lower levels of investment - primarily in renewable energy -. These lower investment levels in turn result in a lower total production and a higher electricity price in a subsequent period in the future. We also show that the implementation of renewable energy subsidies reduces the effect of an increase in probability of nuclear license extension on producer’s decisions regarding expanded capacity and therefore, on total future profits in the market.

    The Fukushima disaster has lead the French government to release novel cost information relative to its nuclear electricity program allowing us to compute a levelized cost. We identify a modest escalation of capital cost and a larger than expected operational cost. Under the best scenario, the cost of French nuclear power over the last four decades is 59. €/MWh (at 2010 prices) while in the worst case it is 83. €/MWh. On the basis of these findings, we estimate the future cost of nuclear power in France to be at least 76. €/MWh and possibly 117. €/MWh. A comparison with the US confirms that French nuclear electricity nevertheless remains cheaper.     The NEXT experiment aims at searching for the hypothetical neutrinoless double-beta decay from the 136Xe isotope using a high-purity xenon TPC. Efficient discrimination of the events through pattern recognition of the topology of primary ionisation tracks is a major requirement for the experiment. However, it is limited by the diffusion of electrons. It is known that the addition of a small fraction of a molecular gas to xenon reduces electron diffusion. On the other hand, the electroluminescence (EL) yield drops and the achievable energy resolution may be compromised. We have studied the effect of adding several molecular gases to xenon (CO2, CH4 and CF4) on the EL yield and energy resolution obtained in a small prototype of driftless gas proportional scintillation counter. We have compared our results on the scintillation characteristics (EL yield and energy resolution) with a microscopic simulation, obtaining the diffusion coefficients in those conditions as well. Accordingly, electron diffusion may be reduced from about 10 mm/m for pure xenon down to 2.5 mm/m using additive concentrations of about 0.05%, 0.2% and 0.02% for CO2, CH4 and CF4, respectively. Our results show that CF4 admixtures present the highest EL yield in those conditions, but very poor energy resolution as a result of huge fluctuations observed in the EL formation. CH4 presents the best energy resolution despite the EL yield being the lowest. The results obtained with xenon admixtures are extrapolated to the operational conditions of the NEXT-100 TPC. CO2 and CH4 show potential as molecular additives in a large xenon TPC. While CO2 has some operational constraints, making it difficult to be used in a large TPC, CH4 shows the best performance and stability as molecular additive to be used in the NEXT-100 TPC, with an extrapolated energy resolution of 0.4% at 2.45 MeV for concentrations below 0.4%, which is only slightly worse than the one obtained for pure xenon.
