The energy sector faces sustainability challenges that are re-working the established patterns of energy supply, distribution and consumption (Anderson et al. 2008; Haas et al. 2008; Stern 2008; Shove and Walker 2010). Amidst these challenges, socio-technical energy transitions frameworks have evolved that focus on transitions towards decarbonised, sustainable energy systems (Bridge et al. 2013). However, the ‘socio-‘ or social is typically missing as we confront climate and energy risks in a moral vacuum (Sovacool et al. 2016). The energy justice framework provides a structure to think about such energy dilemmas. However, the full extent and diversity of justice implications within the energy system have been neglected. Thus, borrowing from and advancing the framework this research explores how energy justice is being articulated with attention to three emergent areas of growth, the themes of: (1) time, (2) systems component and (3) actor. It does so through a case study of nuclear energy, which was chosen because of its points of enquiry with regards to these three areas of growth, and its historical and on-going importance in the UK energy mix. Using results from 36 semi-structured interviews with non-governmental organisations and policy actors across two case studies representative of the nuclear energy stages of energy production and of waste storage, disposal and reprocessing – the Hinkley Point and Sellafield nuclear complexes – this research presents new insights within each of these previously identified areas of development. It offers the contributions of (1) facility lifecycles, (2) systems approaches and (3) the question of ‘justice by whom?’ and concludes that the energy justice framework can aid energy decision-making in a way that not only mitigates the environmental impacts of energy via socio-technical change, but also does so in an ethically defensible, socially just, way.

Solomon;Abstract The five recognized methods of decommissioning nuclear power plants are reviewed, and are linked with US nuclear regulatory policy. Although over 60 US nuclear reactors have been decommissioned since 1960, none have been large-scale commercial facilities. Costs of the decommissioning alternatives are estimated, but are acknowledged to be highly tentative and uncertain. Five methods of providing funds for decommissioning and the actual practices of US electric utilities are analysed in terms of the policy issues they present. Revenue bonding and sinking fund approaches are argued to be the soundest means to recover decomissioning uncertainties surrounding decommissioning are considered.

A basic theme in Swedish energy policy during this period has been that the state has made attempts at initiating and pursuing a long-term energy policy on several occasions — attempts which have often required regulation and steering of the energy market and thereby run up against political opposition. However, on certain critical occasions strong demands for political measures have been made on decision makers and have created temporary political opportunities for initiating comprehensive and far-reaching plans. But the policies formulated under these special circumstances have not lasted. When the threat of an impending catastrophe has faded, tolerance for an active state policy and the resolution of government to take unpopular measures have typically decreased, to the advantage of market oriented solutions. To summarize, this has meant that political conditions for establishing and implementing long-term and comprehensive energy policy goals have varied greatly.

As part of a political bargaining process the parliamentary enquete commission ‘Future nuclear energy policy’ was established consisting of members of parliament and scientific experts. It was to propose recommendations on how to deal with the fast breeder reactor in the future. But also, in a wider context, it was to assess the pros and cons of different energy policy options and to find a viable way out of the nuclear stalemate. Jobst Conrad describes the genesis, working process, recommendations, procedures and political context of the commission and discusses its significance for and probable impacts on the energy controversy.

The reality is that for many decades to come more than sufficient supplies of uranium will continue to be available, at prices which will permit Pressurized Water and other types of thermal reactor to produce electricity at costs which will be highly competitive with those for generation from fossil fuels. Secure fuel supplies depend on a combination of physical and political availability. On both counts there need be no grounds for anxiety. Moreover, unlike coal and oil, uranium is easily stored. For hydrocarbon fuels a major effort is required to store even 100 days' stocks, whereas for uranium several years' worth of forward stocks have accumulated as an almost casual by-product of past mismatches between production and consumption.

Simple indicative factors such as political populism and resource abundance cannot fully explain the Scottish Government's anti-nuclear energy policy. To grasp the current policy stance, it is necessary to pay attention to the wider contextualisation of policy framing and specifically the dynamic of story-telling and frame-bridging that ultimately feeds into governmental policy. The Scottish Government's decisive ‘no’ to a new nuclear fleet can be better understood by considering the underlying (and deliberate) bridging of policy frames that is noticeable between environmental, pacifist, and Scottish independence actors. This bridging not only affects the individual sets of story-telling but also develops a dynamic that reinforces individual stories and transcends well beyond the groups' original remit and objectives. With the help of policy framing analysis, research interviews and documentary analysis, the article explores the dynamic connections between anti-nuclear and independence activists and their causes in Scotland. The article highlights their triangular bridges in terms of personnel, language and story-telling and argues that these are instrumental in shaping the Scottish Government's anti-nuclear energy policy. Friesewinkel;The Belgian nuclear phase-out law imposes closing down in the 2015-2025 period seven nuclear power plants (NPPs) producing more than 50% of the domestic electricity. This creates an urgent problem in the country because of the absence of well-defined capacity-replacement plans. Though a safety-of-supply provision in the law allows for a delayed phase-out, hopes for a technically acceptable schedule have reduced after the Fukushima nuclear disaster in March 2011. In this article policy investigations are made with system dynamics. A significant finding from such modelling is that, in contrast to common expectations, a too early nuclear phase-out will not serve the deployment of renewable energy sources and rational use of energy. It is indeed found to primarily benefit to fossil fuel, creating unwanted drawbacks regarding safety of supply, dependency on foreign suppliers, price volatility, and increased use of non-renewable and CO2-emitting fossil fuels. © 2013 Elsevier Ltd.

Solomon;Abstract The five recognized methods of decommissioning nuclear power plants are reviewed, and are linked with US nuclear regulatory policy. Although over 60 US nuclear reactors have been decommissioned since 1960, none have been large-scale commercial facilities. Costs of the decommissioning alternatives are estimated, but are acknowledged to be highly tentative and uncertain. Five methods of providing funds for decommissioning and the actual practices of US electric utilities are analysed in terms of the policy issues they present. Revenue bonding and sinking fund approaches are argued to be the soundest means to recover decomissioning uncertainties surrounding decommissioning are considered.

A basic theme in Swedish energy policy during this period has been that the state has made attempts at initiating and pursuing a long-term energy policy on several occasions — attempts which have often required regulation and steering of the energy market and thereby run up against political opposition. However, on certain critical occasions strong demands for political measures have been made on decision makers and have created temporary political opportunities for initiating comprehensive and far-reaching plans. But the policies formulated under these special circumstances have not lasted. When the threat of an impending catastrophe has faded, tolerance for an active state policy and the resolution of government to take unpopular measures have typically decreased, to the advantage of market oriented solutions. To summarize, this has meant that political conditions for establishing and implementing long-term and comprehensive energy policy goals have varied greatly.

The reality is that for many decades to come more than sufficient supplies of uranium will continue to be available, at prices which will permit Pressurized Water and other types of thermal reactor to produce electricity at costs which will be highly competitive with those for generation from fossil fuels. Secure fuel supplies depend on a combination of physical and political availability. On both counts there need be no grounds for anxiety. Moreover, unlike coal and oil, uranium is easily stored. For hydrocarbon fuels a major effort is required to store even 100 days' stocks, whereas for uranium several years' worth of forward stocks have accumulated as an almost casual by-product of past mismatches between production and consumption.

Simple indicative factors such as political populism and resource abundance cannot fully explain the Scottish Government's anti-nuclear energy policy. To grasp the current policy stance, it is necessary to pay attention to the wider contextualisation of policy framing and specifically the dynamic of story-telling and frame-bridging that ultimately feeds into governmental policy. The Scottish Government's decisive ‘no’ to a new nuclear fleet can be better understood by considering the underlying (and deliberate) bridging of policy frames that is noticeable between environmental, pacifist, and Scottish independence actors. This bridging not only affects the individual sets of story-telling but also develops a dynamic that reinforces individual stories and transcends well beyond the groups' original remit and objectives. With the help of policy framing analysis, research interviews and documentary analysis, the article explores the dynamic connections between anti-nuclear and independence activists and their causes in Scotland. The article highlights their triangular bridges in terms of personnel, language and story-telling and argues that these are instrumental in shaping the Scottish Government's anti-nuclear energy policy. Friesewinkel;The Belgian nuclear phase-out law imposes closing down in the 2015-2025 period seven nuclear power plants (NPPs) producing more than 50% of the domestic electricity. This creates an urgent problem in the country because of the absence of well-defined capacity-replacement plans. Though a safety-of-supply provision in the law allows for a delayed phase-out, hopes for a technically acceptable schedule have reduced after the Fukushima nuclear disaster in March 2011. In this article policy investigations are made with system dynamics. A significant finding from such modelling is that, in contrast to common expectations, a too early nuclear phase-out will not serve the deployment of renewable energy sources and rational use of energy. It is indeed found to primarily benefit to fossil fuel, creating unwanted drawbacks regarding safety of supply, dependency on foreign suppliers, price volatility, and increased use of non-renewable and CO2-emitting fossil fuels. © 2013 Elsevier Ltd.
