Facultat de Dret;This study focuses on presenting how nuclear power has been reintroduced in the energy debate during the last few years, as it is being discussed how this low-carbon energy generating technology can help mitigate the effects of climate change. Furthermore, it analyses the advantages of nuclear power, but especially the disadvantages that nuclear technologies need to overcome to rise to the challenge of climate change. In particular, the disposal of radioactive waste. The concept of radioactive waste and the current methods for its disposal are explained before studying what international legal instruments regulate about the issue. Following this, especial reference is made upon the specific legal frameworks affecting the disposal of radioactive waste in France and Spain and the current solutions they offer for a waste that is mainly generated by their nuclear power plants.

Can Pakistan’s environmental-related technologies (ERT) and nuclear and renewable energy mitigate environmental pollution? As global warming and climate change rise dramatically, economies shift to friendly energy substitutions and eco-friendly technologies, contributing to the mitigation of environmental contamination. In this scenario, policy and academic analysts have paid more concentration to renewable and nuclear energy deployment with ERT installation. To achieve this goal, the present study scrutinizes the asymmetric effects of nuclear energy, renewable energy, and ERT on the ecological footprint of Pakistan. The current research applies a novel non-linear autoregressive distributive lag method from 1991 to 2020. The results of the current analysis show that negative changes in nuclear energy increase emissions levels in the long run, while positive and negative changes in renewable energy deployment significantly overcome the burden on the environment. Similarly, positive and negative changes in ERT reduce pollution levels in the long run. Moreover, these long-run outcomes are analogous to short-run findings for Pakistan. Therefore, there is a dire requirement to increase the consumption of renewable and nuclear energy sources and take advantage of the noteworthy impact of an uncontaminated atmosphere through clean ERT potentials.

To achieve the requested level of safety for these reactor technologies and to minimize the increase in the costs due to additional safety measures, accurate and reliable nuclear data are necessary. The objective of this work has been to analyse and improve the nuclear data required for the development, safety assessment and licensing of SFRs and LFRs, reducing the uncertainties in the reactor integral responses due to the uncertainties in nuclear data, in order to reach the target accuracies defined by researchers, industry and regulators. To that end, target accuracy and data assimilation analyses have been performed to identify nuclear data weaknesses and to reduce the uncertainties of integral safety-related parameters due to neutron induced nuclear data. As a result of this work, nuclear data needs for advanced SFRs and LFRs have been identified, improvements of existing nuclear data libraries have been suggested, nuclear data have been adjusted and uncertainties in reactor integral parameters have been reduced, meeting target accuracies after adjustment.

New measurements of very exotic nuclei in the neutron-rich region beyond N=126 have been performed at the GSI facility with the fragment separator (FRS). The aim of the experiment is to determine half-lives and beta-delayed neutron emission branching ratios of isotopes of Hg, Tl and Pb in this region. This contribution summarizes final counting statistics for identification and for implantation, as well as the present status of the data analysis of the half-lives. In summary, isotopes of Pt, Au, Hg, Ti, Pb, Bi, Po, At, Rn and Fr were clearly identified and several of them (Hg208-211, Tl211-215, Pb214-218) were implanted with enough statistics to determine their half-lives. About half of them are expected to be neutron emitters, in such cases it will become possible to obtain the neutron emission probabilities, P-n.

Neutron-induced fission cross sections for natPb and 209Bi were measured with a white-spectrum neutron source at theCERNNeutron Time-of-Flight (n TOF) facility. The experiment, using neutrons from threshold up to 1 GeV, provides the first results for these nuclei above 200 MeV. The cross sections weremeasured relative to 235U and 238U in a dedicated fission chamber with parallel plate avalanche counter detectors. Results are compared with previous experimental data. Upgraded parametrizations of the cross sections are presented, from threshold energy up to 1 GeV. The proposed new sets of fitting parameters improve former results along the whole energy range.

The Am241(n,¿) cross section has been measured at the n-TOF facility at CERN using deuterated benzene liquid scintillators, commonly known as C6D6 detectors, and time-of-flight spectrometry. The results in the resolved resonance range bring new constraints to evaluations below 150 eV, and the energy upper limit was extended from 150 to 320 eV with a total of 172 new resonances not present in current evaluations. The thermal capture cross section was found to be sth=678±68 b, which is in good agreement with evaluations and most previous measurements. The capture cross section in the unresolved resonance region was extracted in the remaining energy range up to 150 keV, and found to be larger than current evaluations and previous measurements. © 2014 American Physical Society.

Para el sostén del modelo de bienestar que nuestra sociedad asume es necesario, además del uso creciente de recursos naturales, de un desarrollo tecnológico que ha tenido como consecuencias la aparición de riesgos cuya materialización podrían suponer de efectos desconocidos incluso para las instituciones expertas. En particular, con la energía nuclear el ser humano ha descubierto un potencial capaz de destruir la vida tal y como la conocemos en el planeta. Este tipo de actividades ha supuesto que se utilicen instrumentos jurídicos como el principio de precaución o las cláusulas técnicas, particularmente diseñados para la protección, sobretodo, de derechos fundamentales tales como el derecho a la vida y a la integridad física, así como bienes jurídicos como el medio ambiente. Ahora bien, la aplicabilidad de estos instrumentos en relación a los riesgos e incertidumbres derivadas no esta exenta de dificultad, dado el carácter positivo de nuestro sistema jurídico y la incertidumbre que, en ocasiones, conlleva el uso de tecnologías muy avanzadas y parcialmente desconocidas. La temática de esta tesis corresponde al análisis particular del principio de precaución en relación a la energía nuclear. Per al sosteniment del model de benestar que la nostra societat assumeix cal, a més de l'ús creixent de recursos naturals, d'un desenvolupament tecnològic que ha tingut com a conseqüència l'aparició de riscos, la materialització dels quals podrien tenir efectes desconeguts, fins i tot per a les institucions expertes. En particular, amb l'energia nuclear, l'ésser humà ha descobert un potencial capaç de destruir la vida tal com la coneixem. Aquest tipus d'activitats ha suposat que s'utilitzin instruments jurídics com el principi de precaució o les clàusules tècniques, particularment dissenyats per a la protecció, sobretot, de drets fonamentals com ara el dret a la vida i a la integritat física, així com de béns jurídics com ara el medi ambient. Ara bé, l'aplicabilitat d'aquests instruments en relació als riscos i incerteses que se’n deriven no està exempta de dificultats, atès el caràcter del nostre sistema jurídic i la incertesa que, en ocasions, comporta l'ús de tecnologies molt avançades i parcialment desconegudes. La temàtica d'aquesta tesi es refereix, particularment, a l'anàlisi del principi de precaució en relació a l'energia nuclear. To sustain our social welfare model, it is necessary, in addition to the growing use of natural resources, technological development that has resulted in the appearance of risks whose materialization could lead to unknown effects even for expert institutions. Particularly, with nuclear energy the human being has discovered a potential capable of destroying life as we know it. This activity has involved the use of legal instruments such as the precautionary principle or technical clauses, particularly designed for the protection, above all, of fundamental rights such as the right to life and physical integrity, as well as legal rights such as environment. However, the applicability of these instruments in relation to the risks and uncertainties arising is not without difficulty, given the positive nature of our legal system and the uncertainty that sometimes involves the use of highly advanced and partially unknown technologies. The theme of this thesis corresponds to the particular analysis of the precautionary principle in relation to nuclear energy.

The (n,γ ) cross section of 96Zr has been investigated at the CERN n TOF spallation neutron source. Highresolution time-of-flight measurements using an enriched ZrO2 sample allowed us to analyze 15 resonances below 40 keV with improved accuracy. On average, the capture widths were found to be 25% smaller than reported in earlier experiments. If complemented with the contribution by direct radiative capture, the derived Maxwellian averaged cross sections are consistent with activation data at kT = 25 keV. The present results confirm the astrophysical implications for the s-process branching at 95Zr.

Numerous options exist for immediate, deep, and sustained efforts to realise a 43% reduction in greenhouse gas emissions by 2030. Beyond the recent reports of the Intergovernmental Panel on Climate Change, this editorial extends insight into new research advances for integrated approaches that can support effective climate mitigation. Based on the 16th Conference on Sustainable Development of Energy, Water, and Environment Systems, the review in this editorial interconnects the 28 research articles in this special issue within a broader context across eight main themes. The first theme on 100% renewable energy systems emphasizes recent advances in modelling and sector coupling, extending to the optimization of positive energy districts and energy communities at the local level and ultra-low temperature district heating and cooling networks. Energy security with sustainable energy solutions involves electrification, renewable energy, and energy savings. Transforming transport for energy transition solutions and new frontiers in renewable energy technologies cover advances for smart energy districts, electric vehicles, accurate forecasting of long-term wind speed, hydrogen propulsion in marine vessels, and innovations for water quality monitoring. System restructuring for the energy transition is supported with research contributions on time variability and environmental signalling in electricity markets, dedicated price structures for energy community trading, flexibilisation, and repurposing drilling sites for deep geothermal energy. Thematically, upgrading of biomass for biofuel production, green hydrogen innovations and heat transfer as well sustainable combustion complete the special issue. New catalysts, hybrid reaction for lignocellulosic biofuels, hydrogen fuel cell electrocatalyst, and waste heat recovery from granules in concentrating solar power or slags are some of the research advances under these themes. The widespread upscaling of solutions for mitigating climate change requires an effective approach that involves integrated, coordinated, and synergistic action now as the only chance for better protecting the life-support systems of the planet.

Facultat de Dret;This study focuses on presenting how nuclear power has been reintroduced in the energy debate during the last few years, as it is being discussed how this low-carbon energy generating technology can help mitigate the effects of climate change. Furthermore, it analyses the advantages of nuclear power, but especially the disadvantages that nuclear technologies need to overcome to rise to the challenge of climate change. In particular, the disposal of radioactive waste. The concept of radioactive waste and the current methods for its disposal are explained before studying what international legal instruments regulate about the issue. Following this, especial reference is made upon the specific legal frameworks affecting the disposal of radioactive waste in France and Spain and the current solutions they offer for a waste that is mainly generated by their nuclear power plants.

Can Pakistan’s environmental-related technologies (ERT) and nuclear and renewable energy mitigate environmental pollution? As global warming and climate change rise dramatically, economies shift to friendly energy substitutions and eco-friendly technologies, contributing to the mitigation of environmental contamination. In this scenario, policy and academic analysts have paid more concentration to renewable and nuclear energy deployment with ERT installation. To achieve this goal, the present study scrutinizes the asymmetric effects of nuclear energy, renewable energy, and ERT on the ecological footprint of Pakistan. The current research applies a novel non-linear autoregressive distributive lag method from 1991 to 2020. The results of the current analysis show that negative changes in nuclear energy increase emissions levels in the long run, while positive and negative changes in renewable energy deployment significantly overcome the burden on the environment. Similarly, positive and negative changes in ERT reduce pollution levels in the long run. Moreover, these long-run outcomes are analogous to short-run findings for Pakistan. Therefore, there is a dire requirement to increase the consumption of renewable and nuclear energy sources and take advantage of the noteworthy impact of an uncontaminated atmosphere through clean ERT potentials.

To achieve the requested level of safety for these reactor technologies and to minimize the increase in the costs due to additional safety measures, accurate and reliable nuclear data are necessary. The objective of this work has been to analyse and improve the nuclear data required for the development, safety assessment and licensing of SFRs and LFRs, reducing the uncertainties in the reactor integral responses due to the uncertainties in nuclear data, in order to reach the target accuracies defined by researchers, industry and regulators. To that end, target accuracy and data assimilation analyses have been performed to identify nuclear data weaknesses and to reduce the uncertainties of integral safety-related parameters due to neutron induced nuclear data. As a result of this work, nuclear data needs for advanced SFRs and LFRs have been identified, improvements of existing nuclear data libraries have been suggested, nuclear data have been adjusted and uncertainties in reactor integral parameters have been reduced, meeting target accuracies after adjustment.

New measurements of very exotic nuclei in the neutron-rich region beyond N=126 have been performed at the GSI facility with the fragment separator (FRS). The aim of the experiment is to determine half-lives and beta-delayed neutron emission branching ratios of isotopes of Hg, Tl and Pb in this region. This contribution summarizes final counting statistics for identification and for implantation, as well as the present status of the data analysis of the half-lives. In summary, isotopes of Pt, Au, Hg, Ti, Pb, Bi, Po, At, Rn and Fr were clearly identified and several of them (Hg208-211, Tl211-215, Pb214-218) were implanted with enough statistics to determine their half-lives. About half of them are expected to be neutron emitters, in such cases it will become possible to obtain the neutron emission probabilities, P-n.

Neutron-induced fission cross sections for natPb and 209Bi were measured with a white-spectrum neutron source at theCERNNeutron Time-of-Flight (n TOF) facility. The experiment, using neutrons from threshold up to 1 GeV, provides the first results for these nuclei above 200 MeV. The cross sections weremeasured relative to 235U and 238U in a dedicated fission chamber with parallel plate avalanche counter detectors. Results are compared with previous experimental data. Upgraded parametrizations of the cross sections are presented, from threshold energy up to 1 GeV. The proposed new sets of fitting parameters improve former results along the whole energy range.

The Am241(n,¿) cross section has been measured at the n-TOF facility at CERN using deuterated benzene liquid scintillators, commonly known as C6D6 detectors, and time-of-flight spectrometry. The results in the resolved resonance range bring new constraints to evaluations below 150 eV, and the energy upper limit was extended from 150 to 320 eV with a total of 172 new resonances not present in current evaluations. The thermal capture cross section was found to be sth=678±68 b, which is in good agreement with evaluations and most previous measurements. The capture cross section in the unresolved resonance region was extracted in the remaining energy range up to 150 keV, and found to be larger than current evaluations and previous measurements. © 2014 American Physical Society.

Para el sostén del modelo de bienestar que nuestra sociedad asume es necesario, además del uso creciente de recursos naturales, de un desarrollo tecnológico que ha tenido como consecuencias la aparición de riesgos cuya materialización podrían suponer de efectos desconocidos incluso para las instituciones expertas. En particular, con la energía nuclear el ser humano ha descubierto un potencial capaz de destruir la vida tal y como la conocemos en el planeta. Este tipo de actividades ha supuesto que se utilicen instrumentos jurídicos como el principio de precaución o las cláusulas técnicas, particularmente diseñados para la protección, sobretodo, de derechos fundamentales tales como el derecho a la vida y a la integridad física, así como bienes jurídicos como el medio ambiente. Ahora bien, la aplicabilidad de estos instrumentos en relación a los riesgos e incertidumbres derivadas no esta exenta de dificultad, dado el carácter positivo de nuestro sistema jurídico y la incertidumbre que, en ocasiones, conlleva el uso de tecnologías muy avanzadas y parcialmente desconocidas. La temática de esta tesis corresponde al análisis particular del principio de precaución en relación a la energía nuclear. Per al sosteniment del model de benestar que la nostra societat assumeix cal, a més de l'ús creixent de recursos naturals, d'un desenvolupament tecnològic que ha tingut com a conseqüència l'aparició de riscos, la materialització dels quals podrien tenir efectes desconeguts, fins i tot per a les institucions expertes. En particular, amb l'energia nuclear, l'ésser humà ha descobert un potencial capaç de destruir la vida tal com la coneixem. Aquest tipus d'activitats ha suposat que s'utilitzin instruments jurídics com el principi de precaució o les clàusules tècniques, particularment dissenyats per a la protecció, sobretot, de drets fonamentals com ara el dret a la vida i a la integritat física, així com de béns jurídics com ara el medi ambient. Ara bé, l'aplicabilitat d'aquests instruments en relació als riscos i incerteses que se’n deriven no està exempta de dificultats, atès el caràcter del nostre sistema jurídic i la incertesa que, en ocasions, comporta l'ús de tecnologies molt avançades i parcialment desconegudes. La temàtica d'aquesta tesi es refereix, particularment, a l'anàlisi del principi de precaució en relació a l'energia nuclear. To sustain our social welfare model, it is necessary, in addition to the growing use of natural resources, technological development that has resulted in the appearance of risks whose materialization could lead to unknown effects even for expert institutions. Particularly, with nuclear energy the human being has discovered a potential capable of destroying life as we know it. This activity has involved the use of legal instruments such as the precautionary principle or technical clauses, particularly designed for the protection, above all, of fundamental rights such as the right to life and physical integrity, as well as legal rights such as environment. However, the applicability of these instruments in relation to the risks and uncertainties arising is not without difficulty, given the positive nature of our legal system and the uncertainty that sometimes involves the use of highly advanced and partially unknown technologies. The theme of this thesis corresponds to the particular analysis of the precautionary principle in relation to nuclear energy.

The (n,γ ) cross section of 96Zr has been investigated at the CERN n TOF spallation neutron source. Highresolution time-of-flight measurements using an enriched ZrO2 sample allowed us to analyze 15 resonances below 40 keV with improved accuracy. On average, the capture widths were found to be 25% smaller than reported in earlier experiments. If complemented with the contribution by direct radiative capture, the derived Maxwellian averaged cross sections are consistent with activation data at kT = 25 keV. The present results confirm the astrophysical implications for the s-process branching at 95Zr.

Numerous options exist for immediate, deep, and sustained efforts to realise a 43% reduction in greenhouse gas emissions by 2030. Beyond the recent reports of the Intergovernmental Panel on Climate Change, this editorial extends insight into new research advances for integrated approaches that can support effective climate mitigation. Based on the 16th Conference on Sustainable Development of Energy, Water, and Environment Systems, the review in this editorial interconnects the 28 research articles in this special issue within a broader context across eight main themes. The first theme on 100% renewable energy systems emphasizes recent advances in modelling and sector coupling, extending to the optimization of positive energy districts and energy communities at the local level and ultra-low temperature district heating and cooling networks. Energy security with sustainable energy solutions involves electrification, renewable energy, and energy savings. Transforming transport for energy transition solutions and new frontiers in renewable energy technologies cover advances for smart energy districts, electric vehicles, accurate forecasting of long-term wind speed, hydrogen propulsion in marine vessels, and innovations for water quality monitoring. System restructuring for the energy transition is supported with research contributions on time variability and environmental signalling in electricity markets, dedicated price structures for energy community trading, flexibilisation, and repurposing drilling sites for deep geothermal energy. Thematically, upgrading of biomass for biofuel production, green hydrogen innovations and heat transfer as well sustainable combustion complete the special issue. New catalysts, hybrid reaction for lignocellulosic biofuels, hydrogen fuel cell electrocatalyst, and waste heat recovery from granules in concentrating solar power or slags are some of the research advances under these themes. The widespread upscaling of solutions for mitigating climate change requires an effective approach that involves integrated, coordinated, and synergistic action now as the only chance for better protecting the life-support systems of the planet.
